As part of its technical assistance program to the Government of the Central African Republic (CAR), the World Bank and Relief Applications partnered up for the definition of a Harmonized Questionnaire for the collection of data on individuals who are beneficiaries of social safety net programs in the Central African Republic.
An instrument of action for innovation, organization and coordination of social assistance
The government needs a policy that ensures that basic social needs are met, that coverage is adequate, that interventions are timely, that the response is predictable, that delivery is resilient, that coordination is effective and that the funding is sustainable.
Our CTO Arturo García first visit on the field was explorative, to meet the Clusters and engage all relevant agencies and organizations to participate in the project, raising awareness on the importance of sharing data and finding common procedures to collect and analyze information for better coordination.
Resilient and effective response and delivery with a sustainable funding
The Harmonized Questionnaire will be a simple, cross-cutting tool that can be used by different actors in the sector, both national and international, to collect basic data. The definition of the Harmonized Questionnaire is the first step towards piloting and implementing an Integrated Beneficiary Register (INR) of social safety net programs, a common register for the various social safety net programs, and serves mainly (i) to support for the formulation of social policies, (ii) as an analytical and diagnostic tool and (iii) as instrument rapid response to shocks. It is also a public database for transparency and accountability of aid that can tell us: who gets help, what kind of benefits, where in the country and how it is delivered.
The main features of the Harmonized Questionnaire are:
- A minimum number of questions and variables needed to allow the analysis of the key characteristics of the beneficiaries (eg gender, geographical area, age, etc.).
- A dynamic tool, which evolves according to the needs expressed by the users.
We will than proceed to analyze data collected and find a collaborative and accepted way to unify the questionnaires in a common tool.
